Actually, using the context of the story, knowing how quarian suits work, and taking a long look at that abbreviation...
I think I'm ready to guess what "NSA" actually stands for.

Thanks for the compliment.  Coming from a writer with your skills... it means a lot.

As to the details... I'll be the first to admit that its all speculative.  Very debatable.

And on what NSA 'officially' stands for.... No Comment.  Although your guess....

I imagine they would be able to comfort each other.  Joker's snarkiness aside, the two seem to be friends, and Shep's death would hit each of them hard.
