I agree there were missed opportunities in ME2, but Tali's development was still signficant. She was a lot less childlike. If Tali was more mature, and Garrus was darker, what's wrong with that? Isn't that just character development? Perhaps they did those characters back because the fans took to them, but doesn't that just mean that they were well-designed characters to begin with? If you're intending to write a trilogy, then it makes sense to have some continuity between the chapters, and if you listen to your fans, why not bring back the characters that they formed the greatest affinity with. There's nothing "American Idol" about it. Garrus and Tali are popular precisely because they are well-written and relatable characters that people can form an attachment toward.
1. Garrus/Tali were darker in ME2, but that doesn't mean they had great character development. So what, Tali's voice was a bit deeper and she was more assure of herself. But when you look at the character development of Wrex and Liara and compare that to Tali, Tali trails bigtime. She talks about NOTHING NEW! Yes, she talks about trial procedures and all that Jazz, but after her loyalty mission and if you chose not to romance her (or if you're playing as a female) then Tali pretty much because dull just like Garrus.
2. No, Tali became popular because she is the mysterious female alien with the sexy voice and attractive body frame. You couldnt romance her in ME1 which made her even more appealing which eventually lead to the cries for Tali to be brought back as a romance option. If you want to talk about well-written characters, then you have to look at Wrex....but yet did Bioware bring him back as a squadmate?

I don't find anything new in Liara. I read the ME comic, and I can see why she changed so much but that's about it. Its the Liara I figured to be after the rundown with Shadow Broker; although I have to admit, her change is waaaay dramatized and radical; its like a Fascist suddenly turn Communist-...

I don't find anything new in Wrex. Despite being up as the leader of the Krogans, he's still 'Wrex'. Your friendly neighbourhood Biotic Krogan with the attitude of a badass. I like him, but considering the position he's in, I don't think he is eligible as a squadmate at the time. Also, your comment on Garrus and Tali would also fall on Miranda, Jacob, Thane, and Jack. All romancable character in ME2 stops giving interesting conversation after you say 'no'.
Wait until ME3, I'm praying Wrex is back with a horde of Krogan army.
Now on to the second point.
You, my friend, are making a generalized assumption that leads to your biased judgment. What makes Tali appealing to us is not her looks, her voice, or her figure. That's a plus, but that's not it. It is her character, her personality, and her selfless attitude. Sure, she became darker as an individual after what she has went through, but by the end of the game I see her brightening up back to her old self with Shepard around. In ME1, she gets to explain the codex of the Quarians; in ME2, you're IN IT. You experience yourself the trials of the Quarian people. This could go along the line of Garrus as well...
The theme in Garrus' and Tali's romance is 'unrequited love', or what I prefer to say in a simpler manner, 'sacrifices'. It asks a simple question: how far are you willing to go for someone you love? The fact that one side can die from interraction and how much both were willing to look for a way to make it work is an act of selflessness in both party. Romance-development wise, they have been around since ME1. You know them, you are Shepard, you know what makes them tick, what makes them rant, and what makes them cry. I say that development outclassed Liara's jump-straight-to-the-pants and Ashley anti-stress-sex.
also, before you start ranting about theme...let me suggest reannalyzing it. The theme of Mass Effect 1 is heroism.
The theme of Mass Effect 2 is loyalty.
