I did hear "TIM" and "Garrus" in ads before. Think of those characters saying the things makes it funnier. Of course, Steve Blum is everywhere in media in general.
Steve Blum and Jennifer Hale are pretty much in everything.

The developers/writers used to be more active on the Mass Effect forums before. After ME2 they pretty much vanished.
