That was done through Fist, without Dr Michel having bad info, I'm not sure that Tali's life even gets put in danger on the Citadel.  She goes to Fist with the data, asks to meet TSB, and he sends her right to Saren's men instead.  Then there's really no indication that anyone knows where she is once she leaves the back alleys.

Once the data is out he has no reason to.  Petty revenge is motivation for very few characters.

They couldn't have been right behind her, because she said that she had to spend hours with the friendly C-Sec before being allowed to move freely in the Wards.
