In general, I think too much of the dialogue with LIs is dependent on whether you want to romance them or not. The LIs have plenty of conversations if you're the opposite gender, but otherwise don't have much to say (FemShep is met with engine cleaning excuse, MaleShep gets calibrations, etc). The non-LIs always have a lot of conversations, such as with Mordin and the Legion. It bothers me that if your favorite character happens to be an LI, they won't be saying much unless you tell them you want to have sex.
ME3 should definitely have some other subjects to use in dialogues with squadmates.

I wonder why they didn't expand that for everyone. Would three or four rotating lines really be that hard to do?

I think they really just loved Mordin's voice actor.
But every character seems to have something the other one doesn't have. Tali and Jacob for example, are the only characters to comment on their romances post suicide-mission.
