It might be based on who he's attacking.  If Shep is drawing the fire, he's going to be talking smack to Shep.

My Shepard seems to be the ONLY one who ever draws fire. I don't know how the hell they know when I'm sneaking around behind cover.

I guess in the future everyone has x-ray vision and no one ever told Shepard.

I guess because the Reapers had a particular interest in humans. Hence they were attacking human colonies, and were attempting to create a human Reaper. They were apparently presumably impressed that Shepard killed Sovereign. Harbinger does make a comment suggesting he considered Quarians for their cybernetic augmentation, but discarded them because their immune deficiencies were too debilitating.

It's not from Retribution. It's from ME2's final mission.
