Hello. We are Anonymous.
Over the years, we have been watching you. Your campaigns of misinformation; suppression of dissent; your litigious nature, all of these things have caught our eye.
With your decision to reject Commander Shepard’s claims of the Reapers despite heavy evidence to the contrary of your statements, the extent of your malign influence over those who trust you, who call you leaders, has been made clear to us.
Anonymous has therefore decided that your organization should be destroyed. For the good of your followers, for the good of all sentient life and for our own enjoyment, we shall expel you from the galactic community and systematically dismantle the Citadel Council in its present form.
We acknowledge you as a serious opponent, and we are prepared for a long, long campaign. You will not prevail forever against the angry masses of the body politic. Your methods, your hypocrisy, and the artlessness of your organization have sounded its death knell.
Let it be clearly known among your members that we are aware of your actions. Your political beliefs of democracy are not in question, we do not oppose them. However, your enforcement of political practices is despicable. Should your members be indoctrinated enough to believe that what you have become is normal, so be it.
The cause of our aggression is not because we want to take over your section of the galaxy and subvert your political beliefs into a totalitarian regime. To the contrary, we believe firmly in the concept of democratic rule of which the citadel council was founded upon. However, you, the members of this now elitist organization, should be aware of the reasons for which we attack your government.
We attack because your organization is attempting to subvert freedom of speech. We attack because of your use of the media to mislead the populace about the nature of The Reapers. We attack because of your abuse and discrimination against the quarian people.
We attack because of the criminal activities of your Specters. We attack because of your allowance of the use of genocidal force against the Rachni species and uplifting of the krogan before they were ready for such responsibility. We attack you for the subsequent use of the Genophage Bio-Weapon against the krogan when their population exploded as a result of populating safer worlds.
We attack on behalf of the Krogan clans, the Rachni, the quarians of the Migrant Fleet and others, all whom have either had their lives ruined or have lost their lives because of your refusal to act against the established status quo...
The Citadel Council has committed hundreds of documented crimes, either by their own direct actions or by those under their direct control.
They have gone unpunished for decades due to their scare tactics and political power.
We will not be deterred from this path of action. We cannot be bullied. We cannot be bought. We cannot be negotiated with. And we will not stop until the Council has stepped down and answered for their crimes. However, we predict this will never happen and as such we are prepared to work towards the goal of eradicating the government in place and replacing it with a republic that represents all races equally.
It is time the hammer of justice is brought upon them.
We will wield that hammer.
Expect us.

The question is really whether or not we want them with their own Council or just added to the current one.
