I'd rather the quarians be a bit smarter about their colonization attempts. The whole reason why I want them to colonize is because I want them to build a stronger civilization, a strong infrastructure. Not so easy when you have to fight the environment even more because it didn't suit your needs.
I agree, but that's just the best example of what the council recently thinks of the quarians, and its not good.

There's a news report you can hear in ME2 where the Alliance appeals for more aid in the colonial abductions and the Council's response was that their being a Council member meant they could handle their own affairs.
Anyway, I do think the extensive use of synthetics by the quarians made the Council nervous. Apparently, the laws against AIs existed before the geth situation. Some event in the past made the Council nervous about synthetics.
The reaction to the humans was for the council to do everything in their power to slow them down before a huge catalyst (losing enough army to the point that they couldn't protect themselves,) forced their hands. Without that catalyst, the humans still wouldn't have a seat on the council, and the council would probably be just fine with getting rid of the trouble makers in any possible way.
As a galaxy wide civilization of billions, its hard to see how the quarians wouldn't be able to handle their own affairs and the other Citadel races.
