I think the volus were on the wrong end of a flanderization on the part of Bioware. In ME1, the ones we saw really weren't that bad, but in ME2, if they needed a racist or a scumbag, it was 'lets use a volus.' For that reason alone, I don't think volus are universally as bad as they seem. And in general, I don't see the quarians interacting with them enough to really make judgements.

Lia, Slave girl quarian, and whats his name selling salvage in omega.
plus Tali wouldn't be in the place she's in now without Shepards help. Remeber she wasn't do too well when we meet up with her. She was shot and in an ambush.

It was only apparent in ME2, and only by few examples, Kor Tun being the most well-known. I wouldn't consider such a small sample size to be an accurate judge for any speculated characterestic.Megumeru wrote...

I actually think its less than it would seem. Tali's remarks in ME1 say that few don't return as it is, and even among those, its unclear how many just decide to stay around the galaxy as opposed to have something bad happen to them. Her comments also lead me to believe that a lot take the easy way out and just bring back fuel or food. Our view gets twisted a little when we see that Kenn has got himself stuck, and Lia and ME1 Tali taking the hard way around.

Volus = Ferngi
The batarian piratcy and Slave trade is what gets them hated so much. It's pretty mcuh a government sponsored thing.

Really, I think Tali really lucked out on her pilgrimage. Sure she almost got murdered...well a lot. But it was probably better than having to scrap by working in some factory for little pay, or getting accused of being a theif.
