You may be getting 4 dodge from being hasted.

I verified this through scripting (giving +10 Dodge Bonus by scripting) Doesn't stack beyond 20...

Note that there are 4 other AC types which stack with the dodge bonus. (Thought they too have a 20 cap)

Remarks
Default value for nDamageType should only ever be used in this function prototype.
Note about AC bonuses - they do not stack, except for Dodge, which is therefore one of the most powerful (and the Dodge Bonus items can severly unbalance a module).
NOTE: Haste grants a Dodge Bonus To AC, however, with the 20 Cap to dodge bonus, this means Haste & Other Feats or Special Abilities which grants a Dodge Bonus to AC will not raise the AC if the Dodge bonus AC is at 20 already..
I think this was a gross mistake, granted that some modules use 10+ AC Items, therefore, if I had 10 AC Boots on, had haste on, and buffed with my bard (+2 AC), and used a feat or special ability which further raised my AC (Dodge Bonus Wise), then this would make some of the buffs / abilities / or haste worthless... Then there are the Pale Master's issue, another matter entirely, and of course the Epic Spell Mage Armor which also grants +5 Dodge Bonus to AC, will be also nerfed by this, if the AC of Boots are already high enough...
I think those who updated nwn to 1.69 should have ASKED THE COMMUNITY FIRST... Assuming it was ok to do something like this was a gross error.. I just wish they would have given us the funtion SetAbilityScore(nAmount, oPC); and they would have actually improved the game tremendously, rather than nerfing the game... (Reminds me of R&D at WOTC 4 MTG)
BIOWARE, can you post a fix this or tell us how to fix this???
Please don't bother saying it's hardcoded... (I refuse to listen to this vanilla answer)

About the stacking of the AC...
Dodge bonus stacks with itself, so +2 dodge and +3 dodge is in practice +5 AC. Other types do not stack, so +2 deflection and +3 deflection is in practice +3 AC... The 5 different types of AC stack with each other, only dodge stacks with itself.
Pale Master's AC (And other class related AC's like monks or RDDs) do stack with these 5 types of AC.
Also it is quite possible, and simple, to modify players ability scores with NWNX using nwnx_funcs plugin.
And, as this game is made by bioware it really is OK for them to do whatever they want, which they dont... And as I said, the cap has always been there...
The 69 patch did improve the game ALOT. I remember when I first got my hands on the changelog... It gave me a boner! The game was not "nerfed" in anyway as far as I know... (Nothing was removed or changed irritably)

It was NOT always capped at 20, I remember testing the scripts to buff PC"s AC beyond +20 Dodge Bonus, it in fact would allow scripting to go far beyond 20, and Haste would stack with +20 AC Dodge bonus, and when you cast Epic Mage Armor you in fact went well beyond the +20 cap... (Not Anymore..)
I tested this on multiple modules back when I first started building in 2006..
Yeah they made the game, but does that mean they are discontinuing support?

1.69 was the last and final official patch. This was made very clear. If there is a bug. It will not be patched.

To be honest, though, for a non-subscription game, 6 years of patches is very generious, especially when the sequel was released 2 years before discontinuing support.

They made the toolset to help in making there game. So it was given the power needed to do the things they needed it to do. We are just prospering from the fact that they allowed the players to also use the toolset.
If there is a cap on something. Perhaps that is because it is what they wanted for there project.
If you where able to stack over 20 before. My guess is, That it was a bug and they fixed it.

When I first started playing online in 2005 on a high magic server, only getting +16AC from their +20 boots was always one of the first things new people noticed and wondered about.

Hmm only thing I can share is fast rest I fear. Everything I got is very specific and contains my own features (feats/spells/skill ripped from PRC). Thats also reason why I can't use Ben Harrison's 2das, I got already modified damage constants and since Im using them in script, I would have to rewrite it...Genisys wrote...

The other questions you asking are rather for Itemproperties Expanded author and thats Ben Harrison. But it won't mess with any online module, this package is usable only by builder, player gain nothing by adding it into his override. Also I don't support CEP2.x ever...
However look into my Project, I got there pointed few bugs in 2das, might interest you and I can upload them too .
