 Hi I bought the cerberus network for 1600 but no new content is available for me to download?

Any ideas? I clicked on New Available Content from within the game where it bringsm e to the page where it shows the overlord content only..

You dont download anything from ME2 directly.

From here:

Click on profile -> your registered game promotions

Anything thats available as a bonus to the cerberus network should be in there.

The Cerberus Network is supposed to be free so I hope you didn't pay for something you already had but just couldn't find.
