A lower-quality narrative would simply go with 'Cerberus had maws attack the colony, then the marines', without any more motive or reason. A higher-quality process would be 'maws attack human colony, then Cerberus quickly responds by sending marines in blind to see how serious the threat is', with the goal of the experiment to (quickly) find out just how dangerous the maws really are, in order to rapidly prepare other colonies before they get help. That the entire unit is wiped out is a tragic but needed warning of the nature of the unknown threat, and thresher maw doctrine is quickly established.
But, as I said, the second would be a higher class narative.

Akuze may well have been relatively early in the colonization phase, or at least one of (if not the) first times Thresher Maws were encountered. Plenty of things the rest of the galaxy knows Humanity was/is still too new to really know. Even Shepard, who'd have the security clearance and the need/reason to be educated on the matter, doesn't know much/anything about the genophage, the Rachni, or plenty of other things that would be known in the galaxy.

Cerberus's portrayal and various backstory elements were rather weak in ME1, and need a fair deal of filling in. To maintain canonical consistency, however, those player-assumptions should favor the 'there was a reason, I just don't know what' approach rather than the 'I don't know what, so there must be no reason why' philosophy.

My point being is that sure there aren't as many options as we'd like, but we did have options. They aren't ideal, but then again this was in an extremely stressful/tense situation where not much time is involved. You had to make a snap decision (despite the fact you could hover between top right or bottom right responses till the time of Judgement) and yet you chose a way that had, on the face of it, less benefit (and not just Cerberus, or humanity but the entire galactic community).
I understand where you're coming from, 'do unto others what you would have done to you' and all that, but while I like Garrus a lot (for example), I can not bank on the fact that the Turians (or anyone else) would also be content with leaving me alone well enough.
This is a slight example but when I was in school, one of the teachers aides was a delightful and friendly woman but she also had a son who was an absolute bastard. My point being is that you can never be sure of others intentions, and that's why an organization like Cerberus is needed. By being unaccountable to the government (but controlled by an idealist like Illusive Man) there is at least some measure of control, and in all honesty, I think The Illusive Man is a better handler for an organisation than a Rear Admiral. If Cerberus is to be successful, it needs to be adaptable, and if it was a buereacracy (bah, I so can not spell today either!) then precious little development in time could be accomplished.
