con·tin·gen·cy /kənˈtinjənsē/ Noun
1. A future event or circumstance that is possible but cannot be predicted with certainty.
2. A provision for such an event or circumstance.
Think of the contingency spell as a spell trigger that can automatically activate upon a predefined condition/event of your choice, hence contingent on your decision and circumstance. There's the level 6 Contingency which allows you to set up one self-targeted spell (spell level = caster level/3), and the level 9 Chain Contingency where you can pre-load up to 3 of any spells level 8 and lower, note the difference in valid targeting.
Upon casting the contingency a menu is brought up where you choose which spell/s to load up along with a list of conditions on which the contingency will fire. A basic example for the level 6 contingency spell would be: caster <50% HP cast stoneskin. With that contingency pre-loaded you'll notice the spell icon on your character's small portrait and if ever that caster's hp falls below 50% a Stoneskin spell will automatically and instantly be cast on the character. Note that contingency persists through rest periods. Also note that this is a very basic example of what you can do with the spell, there are many, much more powerful and creative possibilities available.
Another thing to keep in mind is contingency itself has an instant cast time, so you can use it to somewhat cheat the system, especially with chain contingency. For example you could cast contingency while in combat and improved haste upon seeing an enemy (which you do) to quickly cast the spell. It get's even better with chain contingency and it's more versatile targetting where you can do crazy stuff like: See enemy-> cast Horrid Wilting x3 to instantly nuke an area.
These are some of the more basic applications of the spells and with a little expereminting you can easily figure out more interesting powerful applications to both. Hopefully this helped you out.

You really think it's cheating? A lvl 6 spell for instantly casting another lvl 6 spell self only. I think thats balanced. Also when you can cast lvl 9 you can already cast HLAs (IA), so investing a lvl 9/10 slot for a one time instant cast is also not really unbalanced in my opinion.
