There's no dmg bonus using Heavy Charge - you don't need a bonus, firing a shotty right in someones face is almost always a guaranteed kill. The time dialation just helps to make it easier to shoot the unlucky bastards in their faces

Heavy charge only gives you the extra kick from the charge itself, and the time slowdown, but all weapons do more damage the closer you get. So, a shotgun to the center mass after a heavy charge should kill an unarmored opponent. If they are armored/shielded/barriered, you'll likely burn through the defense and have a good chunk of the next level down, depending on the mob.
