Sorry for the sarcasm, but you would surely elicit more interest if you took NWN DM's advice, because the very people you are looking for are the same people who can create a server of their own.
I would also encourage you guys to look for projects that are doing something similar to what you had in mind, and try to work with them if any exist. The last thing NWN2 needs is a server in a setting that is already widely represented, so your chances for success barking up that tree will likely be slim. Just my 2 bits.

Sorry, but "RP" and "24/7 (maybe)" isn't really enough to make someone leap into production mode.
Do you have a website? Do you have an information page on NWVault or somewhere else? At this stage of the game, you need to give people a reason to devote their time to your vision, instead of one of the other avenues for creative release available... you haven't provided that yet.
