So, the only saves i find in my savegame folder for ME1 is the quicksave before the final battle and an autosave 8 minutes later. both at the citadel tower. are one of these the final save? if not, how do i get a final safe and if that's not possible, how will ME2 find out if i spared the council or not?

You can only use saves that are made by the game (profile saves) exactly after you finish it. So only those that have New Game + possible on ME1. Your quicksave isn't a final save but that autosave might be. If you don't save the council before the tower's ascension by sending the Normandy to their aid, that part is lost, and the ME2 universe will be very annoying towards humans.

It makes a copy of your final decisions after you beat the game. Note that you have to copy your ME1 saves to a folder in your BioWare directory or they won't show up on the import list.
