If your anti-virus suite is causing issues, as Mighty_BOB suspects, then switch to Microsoft Security Essentials. Been using it for months now, and I've had a total of 0 issues with it.
Speaking from personal experience, disabling your anti-virus won't put you at risk unless you visit dodgy websites or start downloading files. If you disable it to play a game then there's little reason why you should suddenly become infected.

Ok so after all that shutting off my anti-virus, it turns out this works too, after all!
Sorry for doubting TruYuri, I thought I'd already tried this but i had actually been trying the "Mass Effect Launcher", not the .exe in the binaries folder like you suggested.
It still loads up Steam and says i need to install the Steam service something. But i just press cancel, then "play Mass Effect" and hey presto.
And this is with AVG running.
