I've decided to play through the OC again and think I will use the Merchant's Friend background feat this time (I never used it when I first got the game).
My question is where is the special vendor located in game mentioned in the following description?
"Merchant's
Friend: 10% discount from merchants, as well as special access to rare
and exotic items sold by one particular vendor."
And help would be great!

There are two of those feats. Each unlocks different merchants. I don't which is which - but the affected merchants are the one in Blacklake, the one who appears on the Neverwinter Docks after you're accused of massacre, and one in Port Llast.
They will ask you if you want to see their special stock.

The other such feat is "Blessed of Waukeen" and it was included in one of the early patches.
Dayne, the blue-haired elf near the Academy has a special listing for Merchant's Friend. Fibba near the Docks and Yast (if not him, then his partner) in Port Lhast each have "Blessed of Waukeen" listings. They come up in conversation if you have the feats. These listings are quite entertaining: most of the gear is associated with storied people and you can find bits of their gear scattered about the landscape... a glove here, a helmet there... and the tales make good reading as well as giving inspiration for crafting our own gear. The pieces may not be mini-maxed, but they are excellent for role-playing and they add variety for folks who don't like crafting.
Oh, Dayne will act as a fence only with this "shop" open. If you are supplementing your rewards, knowing where the fences are is a good thing.
I'm glad that they included the Waukeen feat, and wish that they'd also included Merchant's Friend since the patches were long after the initial sales period and you couldn't get both even if you pre-ordered. The designers who created these items did so with glee, and obviously wanted to amuse us. [If any of them are reading this... hello and thanks!!]

You can give the Feats to your character - 1764 and 1765.
