I'm looking for a way to keep all my dlc addons, and custom addons on my 2nd hard drive and not my primary hard drive that houses windows, I've googled and can find absolutely nothing.

My primary drive is really only big enough to properly house my os and a few light weight programs.

I need a way to move the 7gb or so off my c drive to my d drive and still have everything working.

I want to know an official way to do it. Mass effect 2 dlc lands in the same directory as main instalation. Dragonage put their dlc files in C:\\

You can move your entire My Documents folder to your D drive if this is acceptable to you. Right click My Documents, select or type a different location and choose to have Windows move your files there.

Not if you move it manually, but Windows offer a way to relocated the My Documents( Win7 Documents) folder. That way it will change the windows registry to reflect the new location.
I myself moved my Documents folder several years ago to an other HDD, so I don't have to backup when I to reinstalled the OS.
Best you tell me which OS you use, as WinXP and Vista/Win7 has different methods to relocate the Documents folder.

Alternatively under Windows 7 you can use a very cool feature called Junction Links.
en.wikipedia.org/wiki/NTFS_junction_point (read about "Circumventing pre-defined paths")
These type of links allow you physically relocated a folder while still using the old path. The OS and everything else won't notice the difference.
For example I moved my "C:\\program files (x86)" folder to "E:\\Windows7\\program files (x86)" and then link the new location with a junction link to the old.
So if something use the old path "C:\\\\program files (x86)" it will be redirected to "E:\\Windows7\\program files (x86)" but still thinking it using the "C:\\program files (x86)". Of course the new path can be used too.

To make it easier, I made a .txt file.

This has to be done really from a fresh install, or you will have to possible install your DLC again.
