I'm pretty certain there is no genetic condition that causes far more
dark pigmentation in the skin than normal, if there is one it's
incredibly rare.
We actually had a speaker at my school when I was in high school who
was one of the whitest guys I've ever seen, yet he had black parents.

that there's therefore no need to change Bethany's appearance.

For that to happen the parents themselves have to be bi-racial, they may not know they are but that's how it happens. So technincally no, black parent's can't have white children, bi-racial parants can have bi-racial children, and bi-racial people have more diverse genetic markers.
The half-sister thing would be fine, assuming it's actually mentioned in game and the possibility is not just used to handwave the difference between siblings. Or they could just have both Hawke and Bethany come from a diverse background, maybe they come from a long line of merchants and they have family from just about everywhere. I still think it would be nice to be able to customize her appearnce a bit though.
