I have Mass Effect 2 installed on a PC with Windows Vista Home Basic (32 bit)and had used the Cerberus Network code & I just got a new hard drive with Windows 7 home premium (64 bit). If I install ME2 on the new hard drive which I would like to do, would my code be useless or is it tied to my BioWare account? I know that seems messed up, I just can't think of a clear way to put it. I have the game registered on another account.

It's tied to the account, not the computer. Just log into the correct account after reinstalling the game
