I didn't phrase it properly. The people that obsess over some character and don't care about the shirt vote anyway and skew the results as to what people who want the shirt would want, and yes I know some of them would want a shirt too.

Ahh, gotcha.
But do note that that can be said about every character's fanbase.
As long as they can vote for their favorite character, they'll vote anyway.
It just so happens Tali and Garrus have the largest fanbases (Yay for me and Maria Caliban for jump starting the love of our respective favs), and people get jealous so they speak of them as if the fanbases were the devil.
