I don't think anyone's claiming that the Locust renders the Vindi obsolete or anything... it's just taking the Vindi denies you access to other stuff. While it might slightly more punch, it's a bit of stretch to claim that the extra punch is worth a Claymore or a Viper.
I'm not really sure what you're getting at regarding Tempests being better choices than Shotties at close range under certain situations. I can't think of any situation where it'd be a better choice. Tempests have better range, yeah, and that's pretty much it. SMGs have the same upgrades as shotties.
Tempests can only compete with Locusts on the basis that they're better at short ranges. While that's fine for an Infil or an Engy or something, on a Vanguard, that's pointless, as you've got as shotty to cover it.

Agreed. Locust is far better than Tempest for a Vanguard, Locust is basically a mini-assault rifle with no recoil. One of the best weapons in the game, actually.

Heastrom, Tali's and Legion's loyalty missions, Collector platforms, anytime you bring Zaeed for his disruptor ammo. That little pee shooter is not as good a the vindi for a medium range weapon. Yeah it is accurate but it doesn't have the damage that the vindi has.

If your point is that the multiple shots mean greater chances of overheat than, um, well.... I'm not really sure that realistically qualifies as a good reason for using a tempest. All SMGs provide multiple shots to bring up the chances of overheat, and shotguns kill faster. There's no reason to specifically use the Tempest.
That little pee shooter is not as good a the vindi for a medium range weapon. Yeah it is accurate but it doesn't have the damage that the vindi has.
And the Vindi doesn't have the ammo the Locust has, nor does it allow Shepard to pick something else. All the weapons have their plus and minus points - it doesn't really make sense to say 'the vindi has better damage' and summarily ignore all it's negatives. The Locust may not pack the same punch, but it isn't really so far behind to justify losing access to the Viper or Claymore. The Viper packs far greater punch than the Vindi ever will and few weapons in the entire game can match the Claymore for close-range performance.

i'm not sure i'm following. i always use shottie with disruptor ammo on geth and it's pretty much quicker than killing them with Tempest. besides, it has that great tumbling effect, while SMG won't stop geth or collector from shooting at you.
maybe that's just difference in playstyle of course

It might have lead to a bit less confusion if you'd just stated up front that your choice was based on nothing more than what you liked. I doubt anyone is going to begrudge you using what you like. Your point about Tempests and shotguns implied that you'd found situations where it was a better choice.

I took the sniper my first playthrough and it really didn't feel right. I grabbed the claymore the next one and never stopped using it. If you're standing back and sniping enemies as a vanguard, you probably should choose a different class. Snipin's fer sneaky cowardly bastard snipers. Vanguards ain't no sneaky cowardly bastard snipers.

I'm on the fence about the claymore.
On the one hand, I think it's a fantastic one-shotter that functions a bit like Doom 3:RoE's double barreled shotgun, allowing you to quickly blast opponents in half. I even hacked my Adept so that he can use it.
On the other, it's a weapon that has a monumental lack of flexibility, and is, frankly, only truly effective in one kind of situation. That tends to mean, on a Vanguard, picking it condemns you to doing the exact same thing for the rest of the game, which so far, has lead to me quitting the game three times a Vanguard.

I'm thinking of starting a new game with a Vanguard. Not the 'traditional' Charge Vanguard, but a more biotic orientated one. I think I'll leave Charge at lvl 2 and only use it tactically to get into fights quickly, but I will not use Charge simply to get some of my shields back. Claymore can be fantastic since you can use biotics between shots. With Pull plus Miranda and Thane as squadies you can set up two warp explosions between 1 shot - pretty devastating
Locust is a good and versatile weapon for some unchargable situations, plus you can always mod the game if you want to switch.

Try this build... it is mine and I love it.
Lvl 1 incendiary ammo
Lvl 0 cryo ammo
Lvl 4 heavy charge
Lvl 4 shockwave
Lvl 4 pull field
Lvl 4 champion/destroyer (choice is yours... but destroyer does have the 15% power damage bonus)
Lvl 4 area reave
bonus weapon: assault rifle
Evolve squadmates' bonus powers to squad version.
It's a fun change of pace from the charge charge charge that you hear suggested on the forums. Heavy Shockwave can be very deadly if you bring squadmates who can dissable enemy defenses. Also... spam it against tha bloodpack pyro on garrus' recruitment mission and he doesn't stand a chance. Use charge to finish off enemies or enemies that get seperated from their group.
