Seemed strange to me at first too, but think about it: he gets a seat in the Alliance Parliament, largely due to you, the soon to be martyred hero of humanity and the Citadel, giving him an endorsement. Which is to say, he gets power and a hell of a lot more access to government agencies than your average citizen. He then uses both to fix those potential tax problems. Fail to endorse him, however, and eventually a pesky arrest warrant gets issued.

It's a shame the Besieged Base and Sha'ira messages didn't work, but I do wonder how studying Nirali Bhatia's body led to weapons upgrades: You'd think they'd try created armor better suited against geth weapons, not try to emulate their effects.
