I heard from somebody that if your xboxlive account isn't registered as 18 or older. That you can't download the free DLC. Is there anyway to avoid this because I'm 17 and my parents allow it to play Mass effect 2? I haven't tried to redeem the code yet because I heard that you can only use your Cerberus code once and I don't want to lose my collector's edition code.

To answer op, I'm not sure how to do actually. Maybe you can have one of your parents create an account and redeem the code? The dlc should work for all gamertags on your xbox. And I assume you can at least sign in and and play the game anyway? Because I don't think you can change your EA or Xbox account age once you've set it the first time.
