LOOK I BECAME A SPECTRE GOT ON THE NORMANDY WENT TO THE STAR MAP TRAVELED TO ATREMIS TAU, NOW I DONT KNOW HOW TO GET ON THE MAKO AND GET OFF THE SHIP. IT WONT LET ME SELECT IT, DO I HAVE TO DO SOMETHING ELSE FIRST? IM RUNNING AROUND THE SHIP AND CANT GET OFF, I FEEL LIKE A REAL DUMMY. PLEASE HELP.

You don't need to enter the garage in order to leave the Normandy. Use your Star Map and find a planet where you can actually land (you can't land in every planet). I don't remember about the Artemis Tau Cluster, I'd have to replay that, but I'm sure certain systems don't contain any locations where you can land.
If you do find a planet where you can land, the planet information screen will also contain a picture of the planet, and you will see a button to land. Once you're on the Mako, if you need to get out of the vehicle, press the Q key. When you need to get back in, press E (you have to be close enough, until the interaction crosshair indicates you can board it)
