According to the Sacred Ashes Trailer, yes they can, however I wouldn't deem that a reliable source.Thresh the Qunari wrote...

What's not there to understand? Beards are an essential part of the Dragon Age lore.

2.Do qunari have rouges.
Yes, they use it as warpaint.

Rogue is a class, rouge is makeup. I'd have cracked a joke myself if he hadn't beaten me to it.

I think Sten can answer the first two himself...
#1: "No soldier would cast aside his blade while he drew breath."
#2: Leliana: Are there qunari bards?
Sten: Why wouldn't there be?
Leliana: I don't know. You don't seem like very musical people to me.
Sten: You base this on me? I am a soldier. The ansaam does not do battle with lutes.
#3 We don't really know enough at this point. But if you think about it... Sten sat for twenty to thirty days in a cage and we can only assume that was without access to a shaving implement, and still emerged without even scruff. ;D So while some qunari perhaps could grow a beard, it would seem our Sten cannot. (ignoring the Sacred Ashes trailer of course--so who knows!)
bards are not the same as rogueskaispan wrote...

1. All qunari have a tool that signifies their role in qunari society. For soldiers, those tools are always weapons. Weavers and farmers and doctors don't rely on swords quite so much.

Sten´s plight with his sword is similar to some samuais stories.

No. The most important question is: Will we get to see them riding jet ski lions?
This is the real reason Sten flipped out and murdered that family, isn't it - he lost his Old Spice - nothing to do with his sword.Mary Kirby wrote...
Isn't it obvious? Of course the qunari wear Old Spice.
