Most likely.
Either that or Cailan has just turned pacifist.

Nice to see this has NEVER been resolved. (in 3 years' time no less)
I have just stumbled into this problem myself. I went back for a tour in the Korcari Wilds. I cannot find Alistair. Duncan is standing up at the joining area saying "meet me" when you're ready...
I am ready. Looks like I am lucky 7 to have this problem without an an answer.
I exited the game yesterday and resumed to the same problem today. Guess I won't be playing.

Such glitches where some scene fails to trigger are not uncommon in just about any game - the solution usually is to load a save prior to it happening, and playing it again. If the bug repeats, THEN you might have cause to worry about not being able to play the game.
If the problem is that you don't have a save prior to the bug, then start again from the beginning, and take that as a lesson about the importance of making proper saves at regular intervals, and not just relying on quicksave.

Thank you for the reply. I was losing hope anyone cared. This game is no longer supported by Bioware. (I wonder what that means for DA3, besides the obvious I won't buy it.)
Loading the prior save, a save just before The Joining, resulted in the same glitch on playing through the Joining.
NOW, the interesting part... I have played this game before without this glitch - check out my player profile. So I am real confounded why this glitch happens NOW. (No changes to my computer have been made in 3 years since I played this game including no reinstalls. I run a very lite load and stable machine.)

Do you have any mods installed?

That IS strange. If you haven't installed any new mods since last playing, then perhaps some file has gotten corrupted.
I don't know if it'll work for glitches, but some crashes can be sidestepped by playing past the critical point in windowed mode - you might want to try that.
If it doesn't work, then I can't think of anything but a full re-install of the game.

Are you online at the time that it has crashed as their have been some strange reports of it crashing during the system is online. So try coming offline and playing it to see if it could work, but if no improvements than the best thing to do is to delete the data and to re-install the game to find out if this is the solution. But if not than well.... Your screwed. This error has not happened to me before as I've started the story and its never frooze or crashed on me and I'm on ps3, so it possibly be your system and that its not reading it properly.

Yep, it may be trying to take a screenshot, but not have permission to in your windows settings, there are tons of reasons why this could happen. It's best to turn off character updates and screenshots in the options. I am not saying that's an issue for any given poster, but unless you care to have the info online for some reason, you just don't need it.

Just look for things that are irrelevant and are not needed in the settings. Also try putting auto-saves off and try to save regularly as this will leave more memory obviously, which allows the system to read the game easier, to hopefully beat pass that glitchy scene of the game.
