Hopefully they do what they did in Fallout 3 and the family member, in this case Bethany, changes skin color based on what skin color the PC is. If not, then you can invent the reason in your head I suppose.

Of course, art design is not really David Gaider's area. But do we know for sure that this won't be done for Hawke's family in DA2?
It's true we've seen Bethany's face -- as a white girl. But then again, we've also seen Hawke's face, and that is just a default version of a customizable model.
And it's true that it's less credulity-straining for a dark character to have a pale sister than for two lily-white parents to have a black child, as could be the case for the Couslands in Origins. Heck, back in the days of BG2, pretty little Imoen was the sister of many a gnome and orc.
