What's the lowest level you can have when starting a playthrough to get to level 60 by the end?

I'd say 53-54 myself, but I'm not 100% on that. I started at 53 and by the time I had done every possible sidequest and was on Virmire, I finally hit 60. However, keep in mind that to do that, I had to get out of the Mako and kill units on foot (including Thresher Maws) a lot because they give a lot more experience.

Using the following scenario:
Unlock all achievements;
Complete every mission and assignment (including both DLCs);
Perform as many kills as possible outside the Mako;
It is feasable to reach level 60 when starting a playthrough in the mid-high 40s. I started from level 47 and was able to attain level 60 just in the nick of time. I've heard stories of people going from like level 45 to 60, but I can't verify that's true. Then again, I didn't kill as religiously outside of the Mako. Starting out at anything less than level 45 will almost guaranteed leave you short.
Even in the less than ideal scenario, starting at level 50 and going to 60 is easy. All you have to do is complete every mission, assignment, and both DLC, which you should be doing anyways.
