Racial Abilities were introduced in Dragon Age: Origins in the form of Dwarven Resistance which allowed a 10% chance for magical immunity. The idea being that the lore should have some aspect in gameplay and that the magically immune Dwarves should be heartier against mages than the other races.
I like this because I generally like gameplay mechanics that rely on lore. With this in mind I'd like to see this concept expanded upon in Dragon Age 2. And while Hawke is and always will be human that does not mean that there's no place for Racial Abilities.
1- It would add to the usefulness of certain characters in different situations; allowing the player to further customize their strategies and team rosters.
2- It would allow for more complex enemy engagements as you have to take into account the racial abilities of your enemy.
3- It would mirror the lore and thus be more immersive.
An example of one of these abilities may be that Dalish Elves naturally camouflage whenever they stand still in a forested area. City Elves would do the same in cities and towns as they can blend in with street crowds. This power is similar to the Rogue's sneaking powers except that it's environmental based so to differentiate it you could allow them to fire their bow and still remain cloaked whereas melee attacks will uncloak them. This gives Elven enemies a great, dangerous, and lore based ambush tactic unique to that one race. And if we have an Elven Archer companion then this is a valuable support trait in certain environments.
While I do not have suggestions for every race I do believe that a revamped racial ability could positively affect the replayability of Dragon Age 2.

City elves don't blend in city areas, if they did then the humans wouldn't know where to avoid the elves or who to purposefully run into and yell at.
If elves were given any "racial ability" it would be the "Excel at Poverty" trait that lowers the amount of money they receive by selling stuff and would have to pay more to buy stuff.
Humans can have "Dominant Species" trait, which gives them an easier chance to succeed with persuade and intimidate checks.
Just joking of course. I don't think racial abilities should be focused on, the dwarf thing just made sense, but I don't see much biological difference between elves and humans other than the whole offspring thing.

id prefer origin related special skills. so, for example, some kind of karta dwarf would get a bonus on his agressive dialoge skills, while a human noble could be more persuasive....

I thought of something similar as well, but with the playable character only being human kinda shot that one down. So these racial abilities would have to be something that enemies and NPCs could have.
And in way, you shouldn't be able to sneak up on an elf, mind control a dwarf, or knock down a qunari warrior.
...at least not easily.
