If Shepard is near enough to the planet he/she reaches terminal velocity in the atmosphere rather than building up the speed necessary to burn up - given how quickly we see the body interacting with the atmosphere, this is at least somewhat plausible.
At terminal velocity, it is plausible (from a futuristic science standpoint - to suggest the hardsuit may have kept the body more intact than it otherwise would have been and the brain substantially preserved.
As I've said before- there are bigger reaches in the universe.
