The Phalanx is a great weapon for a Sentinel since you really should be picking up shotgun training if you ever want to try playing as a more agressive Assault Sentinel (charge in close, start killing with the shotty secure in the knowledge that if your tech armor goes down it will recharge your shields and stun any enemies near you) and with the Geth Shotgun in the armory as well it gives you a shotgun that you can still use effectively outside of close range which makes shotgun training useful even for a Sentinel who's playing more as a caster.
The Phalanx is also a great weapon for a Vanguard since you can choose the Claymore Shotgun advanced training without screwing yourself over quite as hard since it allows you to equip a pseudo sniper rifle in place of your pistol and pack the Locust for dealing with anything you'd be stupid to charge up face to face with.

You can't really tell for SMG wielders because they only have the weapon slot on the hip.
It's a cosmetic issue, but I'd like to see this patched if possible.

While this is true, I main Infiltrator and still think the Phalanx is extremely useful. My style of play is making every single shot count, so I always go for damage of fire power. For that, there's really not much reason to pick the Carnifax over the Phalanx. The latter might shoot considerably slower, but does much more damage and comes with a few more rounds in its total ammo pool.
Thats basically what its built for. Aiming with the laser sight might be a but clumsy for some, and others might prefer the faster firing 'backup' style of other pistols, but if you're a good aim and can land the shots then the Phalanx is amazing.
Vorcha on hardcore can be taken down in three or so well times headshots.

While there's a good point in there, somebody should point out a few mitigating circumstances.
1. There's something to be said for having 30 more rounds of potent ammo capable of long-range fire.
2. Like the Mattock, the Phalanx doesn't create the "tunnel vision" problem that a scoped sniper rifle creates. The wider range of vision, even while aiming, helps acquire targets and keep the whole situation in view.
3. Mid-to-short range firepower is greatly helped by the new Geth shotgun, reducing the need for the traditional heavy pistol for the Soldier.

I love my Mattock Rifle too. I remember back in my earlier playthroughs as a Vanguard(where I made the mistake of choosing the Claymore) I ended up just using the Tempest. All the time. EVERYWHERE. Only other weapon I touched were heavy weapons.
But now, I use everything BUT SMGs. lol
The Mattock ROCKS, the Phalanx ROCKS, and the GPS ROCKS.
I don't even see the point in using the Locust anymore. It does tons of damage fast, sure. But its not nearly as fun to shoot as the Mattock, Phalanx, and GPS. The Tempest is still good though, as a pseudo-Revenant.

Let me put it into perspective for you:
I'd already played the game through 4 times. Two of those plays I made with only the free cerberus DLC. Bought the game for £18 boxed. That's a pretty good return for the money I spent.
2 more plays after buying the Kasumiand Overloard packs. £10 for another couple of weeks of play.
The weapons pack made me want to play the game through again. Which I have done. And I'll be playing it through again straight away when I finish to try out the weapons on a different class.
That's 2 more plays for $2.
So, overall, I've gotten around 300 hours play for only £30.
£2 for three very cool weapons, three weapons that add enough for most people to want to play through the entire game multiple times to get the most of them. That's hardly the same as your silly example, is it?

I'm now halfway through my 9th. So yeah, the weapons definitely gave me a reason to keep playing. They are just WAY TOO FUN.
Bioware hit the sweet spot with this DLC. I want to see more of this.

The phalanx on the other hand is fukin awesome, never used heavy pistols before now its the only weapon i use, very powerful and fun with the laser dot.
Haven't tried the mattock but will be getting it when i hit the collector ship.

Or if there's competent cover that you can just stand behind, in which case use it to mop up everyone.

I haven't tried the other weapon in the Firepower Pack, but the Geth shotgun look's like it will pwn Collector ass.
