I have an Admin and a personal user account in windows 7. The post to
local directory was automatically assigned to
C:\\\\User\\\\*admin*\\\\documents\\\\bioware\\\\ but my actual game data and
mods are all in C:\\\\user\\\\*myacct*\\\\documents\\\\bioware\\\\.
The
problem with this is, aside from having to manually move any post to
local files from admin to my account, I cannot access any of the mods
like More Hairstyles in creating new morphs because the toolset will not
allow browsing outside of the local directory. One solution could be
to copy all my bioware folder from my account to the admin account in
order to get toolset to work with these files, but it's redundant to
have two sets of the same files on my drive.
Is there any way to
change the local directories from my admin (I assume it uses admin since
steam, thus dragon age, are installed under program x86) documents
folder to my user acct documents folder?

Is it possible for you to "go with the flow" by putting your stuff under the user and folders that DAO assumes as default?
I'm no expert, but since we know there are some hard-coded path bugs in the toolset, that strikes me as the safest approach.

The way I work around this is to start Dragon Age: Origins in Administrator mode to test my modules, Once I have an a DAZIP deployment package, I can deploy that to my User account for testing, and just to see if the deployment package works.
