YOu have to convince him on Virmire, I know that, but when I rescue the squaddie at the AA gun, the options don't present themselves... Latrer on The Citadel, I have the option, but I cant' choose it, even though my Paragon is full.

Just have a effing High Renegade Or Paragon Moral, thats about it.... And No you dont need the Convince part on Virmire....

He needs it if he has less then 12 points in paragon or renegade at the end.(9 points are enough when someone convinced saren on virmire)

Are you choosing options on the left side of the dialog wheel? I think you have to choose left-sided options to get the option to convince him...

What happens when you don't do this? Both times I've completed ME1 I've made him shoot himself in the head.

The only time I didn't make him commit suicide was my first playthrough, mainly because I didn't know you could, you have to fight him twice.

He just opens fire and you fight him, as you did on Virmire, but it's a little harder.Teclo wrote...

As for the OP's question, you just need to have enough Paragon/Renegade points. Also, you need to go with the left options while talking to him before you can convince him.

If you can't convince him to take the coward's way out, the end boss will just be more annoying.

You fight him normally on his hoverboard, makes you think a grown up Spectre Turian would have more respect for his enemies... lol

Having full paragon/renegade doesn't alone do it.
First two playthroughs I had 12 charm or intimidate, and got him to do it.
Second playthrough I had full paragon but only 9 charm and I had to fight him twice.
