VFX conforming to terrain

trying to make a large web cover the terrain. I've been using the "OrientationBehaviour: BillboardToWorldZ" (and tried the other ones too)... but that behaviour seems to always orient the sprites pointing directly upward... never at a tangent to the terrain as the name implies. It doesn't orient the entire emitter, either... 

Here's what I've got placed on a slope (I've tried other slopes too) in the VFX editor with a layout reference. You can see its entirely flat, and all web sprites are facing perfectly upward, causing the "clipping" under the slope on the right, and floating way above the terrain on the left. Nothing in this shot is adjusting to the angle of the slope in any way.

any ideas? can anyone think of any DA spells which did anything similar? thanks in advance. Alternatively, a way of placing a dozen emitters which "snap" to the world Z would be helpful if anyone knows how to do that either...

For reference, you want to set the 'align to ground' column in VFX_base to 1.

ah, i hadnt thought that it might be outside the control of the VFX editor. I'll give this a look.
