Got a new monitor with 1920x1080 res but the ME2 configuration utility wont go past 1600x1200 which was my old resolution. How do I change this?

You have to change the aspect ratio of your screen. I'ts probably set to 4:3 on the config utility. Change it to 16:9 and it will unlock 1920x1080 resolution. It's the option right above the resolution.
