I used to think it wasn't the case that Kelly would be counted as a romance because she had no sex scene before you go through the Omega-4 Relay, but after just finishing the game again recently I noticed that Kasumi has a Kelly specific line which highly suggests that she views Shepard and Kelly as a couple. What's important though is that there's a flag for Kelly being saved which allows a line like this to trigger. If I understand it correctly, as long as a flag exists for it in the save, it's possible for it to be used in ME3. What do you guys think? How likely is it that Kelly will be counted as a regular romance going into ME3?

I only did the dinner date option so she'll feed my fish
I know, it's a shallow thing to do, but I really hated running up to my cabin to feed them after every mission
or having to flush them, if I forgot once

Did we play the same game? Kelly was implyied to be the ship ****. Even Kasumi says she was shocked the second she came on board, that Kelly hit on her. Kelly is a nice girl and all, but they dropped hints through the entire game that she was a bit easy.

But seriously, I wish it didn't count as you romancing her if you just invited her to dinner so she would notice the fish tank. I had no idea that this happened until I did it with my "Not romancing anyone, damnit!" character and now I can invite her up to my quarters.

I did appreciate the subtle NPC additions with romantic implications left to the imagination. They weren't limited to Kelly - Shiala and Gianna Parasini had their moments in ME2.
