There is an andvanced training video dedicated to it in game, so how come most people play in real time and don't pause and target enemies before firing or using powers?
Although I don't use it myself, I wonder why most other people don't, because I would think it would give you a great tactical advantage.
How come most people don't use the pause\\target system?

When you're playing on the 360, like myself, you have no choice but to pause to use powers. I find it unfortunate myself, as I could probably clear a room much faster otherwise.

Too boring and useless on a PC.

I hate pausing the game, it screws with the game's fluency and it reduces the intensity. I even mod away the guns I don't need/use during certain missions so I only have 3 weapons on my Shep - so I can use the scroll wheel to switch between weapons without pausing.

On the training videos, you can move the view/crosshairs around to change targets.
You can't do this in the actual game itself*: you can only give orders regarding the target point you were pointing at before you paused. If you have sqadmate abilities keybound, pausing doesn't really do a whole lot for you.
* At least I can't on my PC version. I assumed that this was a change introduced into the game after the training vids were made.
If I should be able to, and its a glitch in my game/system, please tell me.

You can move the crosshairs when paused. Hold the right mouse button...

Pausing is like aim assistance.
It should be unnecessary if the control scheme is good enough.
For example, playing DA:O on nightmare without pausing is an exercise in frustration, 'cos the hotkey system isn't up to the task. I did it, though ... but I had to spend a lot of time tweaking character behaviour.
Sure, pausing gives you a tactical advantage, but hey ... it wouldn't exist if the game is competitive and multiplayer.

So long as you can walk and chew gum at the same time you will have enough brainpower to keep up with the situation without cheating through the pause(does not apply to console gamers.Their control schemes are permanently dialed to 'suckage').Just saying.

Tactical pause has been a part of combat in BioWare RPGs since forever, largely because it's the only decent way of controlling 3+ party members. If people want to gimp themselves for their own enjoyment, they're free to do so. But I don't particularly feel compelled to do the same.
Maybe I'll think about it if AI teammates ever get to the point that I don't have to babysit them and control their every move, repeating orders every 2 seconds whenever they feel suicidally rebellious (which is all the time).

I think it depends on what game you're playing. ME2 is a shooter with a little RPG touch. Shooters are not meant to be paused all the time - it just kills the intensity. It's a different story with the more tactical rpgs like DAO - there are simply to many powers, abilities, equipment, potions, buffs etc in those games to control on the fly.
ME2 has a limited number of abilities and at least on pc with 8 hot keys plus the (default) Q & E buttons you can use all powers of Shep and both squadies without pausing the game. You're right about the bad AI, but thats the case with all games - I don't even care about squadies anymore, if they die because they acted like morons, they die. It may not be the most effective way to play, but constantly keeping an eye on squadies ruins my gaming experience.

On the 360 when you use the datapad to use a squadmate's power ( you can map only one per mate ) sometimes you end up sending the mate there instead of using the power ( game thinks you are directing them there ). After a while of doing that, I almost always use pause. Plus you can only switch between two weapons - must use pause to get another weapon.

I have 8 quick slots all between 1/4th, and 2 inches away from my left hand. There's no reason to pause the game unless I need to switch weapons.

Since I don't profess to be a PRO SHOOTER GAMER, I pause all the time. Helps me survey the situation and choose appropriate tactics.
