They could just darken Bethany's skin to being sort of "in the middle" for skin tone color.

I seem to recall a similar question being raised after the release of DA:O regarding parents and skin tones, to which Developers (I believe it was David Gaider) responded something to the effect of "We hadn't considered that, but it's a very good point and should be simple enough to do, so I'll pass it along so that we might try and accommodate it in the future". Again, I'm paraphrasing from shoddy memory, but I'm all but certain it's been discussed, favorably so, so there's a good chance it may well be added in DA2.

Those seriously don't look any darker than hispanic/mediterranean to me. I swear I'm not just trying to be contrarian. There's more to "blackness" than really dark skin.

Thats assuming this "new" graphic engine can be modded, or has it been confirmed by the Dev's that we'll be able to mod?.

This.  Different skin tones does not a seperate race make.  It's a good visual indicator in some cases, yes, but there are multitudes of genetic differences that go into defining human races besides skin tone.  Right now we have human, elves, dwarves, and Quanari, none of wich are "black", whether we NEED one or not in the setting, I won't comment on.  So as far as the game world is concerned right now, if you make a PC with a dark skin complexion, he's still the same race as the lighter skinned (or even darker skinned) peeps around him.   To get back to the topic, such things can vary even in the same blood line, I'm a good couple shades darker than either my brother or sister, for example.

Although there may be no set racial presets like in Fallout 3, DA:O did have sliders that ticked each skin color. (1 for pale, 2 for fair, etc.) So, if the game read that and changed Bethany's skin color according to the tint, then it would be a small fix, IMO.

No, it's sillier to expect that there is a version of African [sic], Asia, and India. Bioware is not bound by the fact they created an analogous world like our own. In fact, t's Bioware's choice to include them in the first place, just as much as it was Bioware's choice for Dragon Age to be influenced by fantasy or medieval European art.
