What's the recommended level to take on this merc with a mouth?
I always take him and his cronies right after escaping Irenicus' dungeon (full plate, yey!), but I've never been able to beat him without using the wand of cloudkill and a healthy dose of luck.

I don't think there is such a thing as a "recommended level" I usually also just kill him right after finishing the dungeon and picking up the party I want to play with if I don't play solo - it really depends on who is in your party. If you took Jaheira with you, you can usually just go and destroy him right away by summoning 3 Forest Beings (who will charm and hold anything) and using Insect Plague (will take care of the mages). Since you have time to prepare, you can buff up and take out one of the mages instantly. If you have a cleric, Hold Person and Smite Evil will be extremely effective here as well.

Agree, depends quite a bit on who you have and what spells they have available. Disabling spells + damage spells + ranged attacks seem to work well. Also agree that the Nymphs that Jaheira has can be quite useful this battle, and note that you can summon more than one nymph at a time. If you buy some spells from the nearby spell vendor makes it easier as well. Can buy cloudkill I think, plus skull traps/fireball/emotion, and Clerics can help with their glyphs of warding. Minsc can sometimes contribute with an entangle. Web is a good purchase as well.

They can be beaten straight out of Chez Jon (although you may want to rest first). Having Jaheira cast bugs at the caster and his familiar is critical...and also helpful is leading off the fight with CHARNAME or Yoshimo backstabbing one of the two to intagib them and take them out of the fight entirely. I surround Brendan Yesling so that he can't escape (his gear and his potions are too nice to let escape), keep Mencar and the barbarian busy with fear or hold or entangle, then beat 'em all down.

Yeh, I can usually win the fight by pre-buffing and positioning my party before starting hostilities. But this is after being sent away by Pebblecrusher like a dog with its tail between its legs.
In a straight-up fight, it is not so simple. But of course... this applies to pretty much every moderately hard fight in BG 2.

The trick is having a level 20 mage with the robe of Vecna and Amulet of Power.

My solo fighter/druid managed to beat Pebblecrusher and gang on his first try right out of Chateau Irenicus. I think he was a level 9 druid/8 fighter. Here's how he did it.
1) Summoned 3 nymphs
2) Summoned 2 panthers
3) Cast miscast magic on Pooky a mage kind of.
4) Level 2 charm animal/person managed to charm Orcslicer used him against his buddies
5) Used ton of heal potions
6) had to go downstairs, only Pooky and the mage followed. Mage cast a few magic missiles but then he started meleeing so then knew his end was sure. Neither were casting spells at this point, think the mage had emptied everything so kept meleeing them till they went down
7) Went upstairs. Orcslicer was still alive and charmed he started attacking pebblecrusher. The rogue had run away by this point. Slinged pebblecrusher, but Orcslicer went down quick.
8) Finished off Pebblecrusher with melee, had to use all of my extra strength heal potions.
9) Crezzat (my fighter/druid) became proud owner of the full plate of Pebblecrusher's.
