The Soldier is the only class that can legitimately have both the Widow and a shotgun. That should be reason enough.

No it is not. During a specific mission, you'll get the opportunity to add one and only one of three weapons to your Soldier's armory in addition to your other weapons. The choices are the Revenant assault rifle, the Widow sniper rifle, or the Claymore shotgun.
