Is there any other way to apply custom types other than RDD, aside from using haks or hides?

Yes make it Item based but once again a very long proccess and you would need to do items/variables rather than hides/subraced names.

And actually when you think about it they would become Half Dragons rather than whatever sub race they are as RDD is a race based PRC.

OK realized I was wrong, it could be done via effects. No item needed, however PC must somehow choose RDD type, maybe conversation?

Can you edit out the immunity and breath weapon on RDD without a hak?

You can't change immunities, and ability boosts, however breath weapon is spellscript so thats possible to modify easily.
