Yep: it'll run until Dec. 31st of this year, and the codes will be good until Jan. 31st of 2011. As for the codes: buying something was never a requirement. You can snail-mail in a request for a free code and they'll give it to you. They've apparently made them non-reusable though, so unless someone discovers a new trick, you're stuck getting them the hard way. Before, you could re-use a single code to get all three just by making multiple Dr. Pepper accounts using made-up personal info.
EDIT: I also thought of why this was ultimately cut. Shepard was alive for two months after the battle of the citadel. It would be very very odd for him not to have heard about his death and about Cheliks promotion in that time.
I'm thinking that was part of it, and they may have thought better of killing Pallin. However, I think that they mostly just wanted to go with the "You're officially dead" thing because it makes more sense in context and/or they just liked it better. It's yet another of the numerous bureaucratic snafus that have been happening post-Sovereign: you get this personal invite from Anderson, so you dutifully show up, learn that "You humans are all racist!", and then set off the security scanner anyway.
