I am trying to create a character, but the textures seem to be no there. Somehow when I restarted mass effect, I got some textures. I put everything on max settings except resolution, which i left at 1024x768 or somewhere around that. I don't know what is happening, is this a common problem?

*EDIT*
I am also experiencing trouble getting back into mass effect after ALT+TAB and going to my browser. When I try to get back into mass effect, it won't come up even after a while, so do I wait even longer or is this a problem?

If you did purchase an HD 5570, as you asked in here previously, You cannot get by with Maxxing the game's Image Quality settings with such a device, and just any  resolution.  Since I did suggest that it was a minimum card, or so close to it that it might as well be, perhaps you wised up and got something better?  

Low End and borderline zone cards are almost always poor values.  You don't pay much, but you get even less for your money.  Several Mainline level cards are sold for the halfheight applications.

I got the HD 5870. I bought a medium tower and transferred my components from the slim PC to the new case.

Single player games do not react well to forcing them to minimize.  You have to take the game's focus to a neutral zone screem, such as the Save options, and then, from there, you can switch to other applications.  The odd textures are typically conflicts in the video drivers that you have installed.   Regarding the new enclosure and High End GPU, I hope you also matched the card to a new high quality brand's power supply.
