I'm coming back to the game after a long while so this is probably just forgetfulness on my part, but am I supposed to have only 8 points to spend on my imported level 5 character? Wasn't I supposed to have 10, since you get 2 per level? Or do you automatically spend 2 points on some of your skills?

You already have 2 points allocated to two different powers / abilities (and one in bonus power once ME2 is completed) - leaves 8 points for you to decide where to put them. At level 5 + bonus power; you should have 11 skill points.
