I think they said elsewhere that instead of porting from PC to console, they are designing each to fit the system it's made for. So the PC game is tailored to the PC and the console game is tailored to the console. Everyone is happy.

Doing that simply because the PC wasn't the primary platform would be kind of ridiculous. Even as a PC gamer, I find it annoying when people assume that "console game = inferior product".
