Sorry, but I think all of you missed the actual "not interested" dialogue choice.
Early on, when she asks, "you eyeing me up?" saying "I want to get to know you first" starts the romance.
You have to flat out say you're not interested.
even if you say that she will still go for the romance later on if you talk to her enough
