Yes, I've used the Delete buttons on the Manage Characters page to delete my old characters. Several times for each, in fact. They always come back the next time my profile gets updated.
I've since disabled (from within the game) the uploading of character info to the site. Since I did that, I've noticed that the characters are not reappearing. Apparently the uploading of character information has to be enabled in the game for this to happen.
I'm also thinking that playing the game (with that setting enabled) is what causes the characters to reappear. If I delete characters and don't play the game for a while, then they don't reappear. As soon as I play the game with character uploading enabled, however, all the deleted characters pop up again. I could be wrong about this, but that seems to be what's happening.
I deleted the characters by manually dragging their folders out of the Bioware::Dragon Age::Characters folder in my docs folder. So I don't believe the game is actually uploading data for older characters (unless it's storing this data somewhere else I don't know about). It looks as if the uploading of current character data by the game is somehow causing the server to recover older deleted data and display it as well.
PS: I've applied the 1.01 patch, FWIW.

The fact that the game is reporting file storage supposedly occupied by deleted screenshots may be a separate issue, unrelated to the reappearance of deleted characters on the site. I've experienced a similar problem to yours, except in my case I wasn't able to delete the screenshots from the site because they have never showed up there at all. I'm pretty sure the "Pre-release Characters" folder was there to hold any characters you created and saved using the Character Creator. I don't believe it could have had anything to do with screenshots uploaded by the actual game. Probably the only thing that will change since you've deleted it is you will no longer be able to import characters from the CC when starting a new game. (Unless you use the CC to create and save a new character, obviously.)

I have. I haven't found anything to confirm that that is in fact how Bioware has their servers set up. But what you suggest sounds logical and would certainly explain the phenomenon I'm seeing. My post was intended to give the devs as much info as possible about what I'm seeing at my end, to help them track down the problem.

I remember seeing a BioWare post about their network architecture. I just don't remember where it was.

I'll add that I prefer to pretend that the time the developers don't spend replying to every single thread is spent on something more useful, like, say, developing. There's a rather good chance this report has been registered, and whether it has or not, if it isn't fixed in a week or two someone else will file a similar report.

I like to help people. I don't like to see people presume they are somehow more deserving of help than others. Problems should be dealt with according to their severity versus difficulty of fixing, not how often users can post in the same thread (without adding anything, that is). Right now there are people who have actual problems -- account registration mishaps, inability to register game, inability to upload characters, etc. -- things that prevent them from fully enjoying the game. This problem is an annoyance for a select few people but it doesn't break anything or prevent you from playing, and you can even still share your new characters with friends. If you're so worried about people seeing your old characters, disabling uploading seems like a viable work-around for now. The problem does not seem to be uploading characters or telling the game not to upload (anything), but telling the server what to delete. The delete function (on this site) has indeed worked up until recently but Syvere is likely right in that the web interface is not properly communicating with the master server that contains all the data. I doubt deleting a character from within the game was ever meant to delete it from the site but the point is that right now you can't submit a delete request (to the master server) in any way at all. Actually the way it works is that every time you save a game it uploads that character info to the master server. Master server's data is replicated to slave servers which are used for social website. Now the problem is that when this master server data is replicated to slave servers is replicates all your profile data. And because the delete character link only deletes the character data from slave server this means that every time the data is replicated the old characters come back because at this point the delete character link doesn't delete the character from master server.
They broke this feature some time earlier this week when they rolled in the new social site build.

To make things worse, the character I'm actually playing in the game isn't showing up at all on the social site. He has the same name as one of the characters that keeps undeleting itself, so I'm not sure if the two issues are related.

For those people who don't know what a back-end API is can look my previous posts as to why this is happening. Since the back-end API (Application Programming Interface) changed without notice and BioWare has implemented their functions in a certain way (following the API before the change) BioWare's code for deleting characters doesn't work because the servers don't speak the "same language" anymore. I hope this clarifies the reason for most of the people.

1. The site doesn't display any screenshots the game says it's uploaded.
2. The game reports files online even after users have deleted screenshots.
3. Many users have been unable to get the CC to upload characters at all.
I'm hoping against hope that this last problem will get fixed along with rest, because I've spent quite a bit of time trying to get the CC to work as advertised, so I could get that Lucky Stone.

You are correct, sir. It depends on what exactly EA changed in the API. And rather than changing the API again, it's usually more viable to change the code that uses the API.

Thus I decided I wanted to delete the original Decurio from my profile. This worked fine after a little visit to the Manage Characters page and hitting the Delete button. It worked fine, for a while that is. Every now and again, he decided to pop up. (Just recently today as well.) At first I wondered if it had anything to do with all the achievements I unlocked on my first playthrough, but figured they are stored seperately, since they didn't disappear after deleting the character. I understand now there is changes in the API that has caused this though, so I am not too bothered by it at the moment.
One thing did make me wonder a bit on the Screenshots though. Since I didn't really want to have screenshots on my profile from my first character, but rather from my second playthrough, I went and visited the Manage Screenshots page and Deleted all of them (did so in-game as well for that matter--except for the Achievements ones since I won't get those on my new character afaik.) and although they were gone from the Screenshots page, under my first Decurio's Story page, some of them do show up in the Story entries, even when they are gone from Screenshots. I guess this can be due to there being duplicates stored for the Story page and the character as well, but it could also be that although I deleted the trace of them from the Screenshots page, they are still stored somewhere and didn't actually get deleted. Regardless, it would also explain why it says I have 71 screenshots uploaded while Screenshots doesn't show more than recent 9 from my new playthrough. I do hope that after there has been fixes made, that it will be possible for me to get rid of all those 62 other screenshots not related to my 'new main', so that he can rather have his screen captures uploaded.
I saw now that the Manage pages are currently not available, so I can only assume there is a fix being worked on (like basically has been stated a couple posts above me anyways).
At any rate, it's not game-breaking for me, that is my own personal opinion, the game runs fine without my profile being updated as often as I'd like and that I can't upload all the screenshots I'd want due to 62 screenshots not being possible to manage. I'll welcome the fixes as they come though.
I must add that I do enjoy the fact that there are these online profiles here. It gives me an extra sense of achievement and it adds to the ability for the community and myself to show how we played our stories and how we accomplished various things. Bragging rights one could also possibly call it. It's a single player game, but it gets a slight MMO feel to it since you can still 'show off' to friends and strangers.
