Where can I find a table that has the ID numbers and discriptions of Talents and Spells?

[install directory]/tools/source/2da/rules/ABI_Base.xls.
If you want to read the descriptions, copy the "strref" columns (e.g. descstrref) and paste the id into the search field in the string editor (menus at the top of the toolset -> tools -> string editor).
